There were rumors in Izu saying that a deaf-mute man who looks like a monk was sitting still in the seven water falls in Kawazu all the time. He never moves just like a living buddha. As time went by countless people came here to make a confession and all of them get the resolution. One day, a lost policeman happens to encounter a wanted criminal in front of the monk and the waterfalls.
